Stolen laptops? Lost discs? These days Information
Assurance is high on HMG’s agenda, and that is set to rise even
further in the current climate.
IA is a very broad and deep subject, covering
everything from looking after laptops and CDs to risk management
governance at Board level through correct system design and operation
to the detailed research into the vulnerabilities of specific security
enforcing devices. Effective provision of IA services can only be
done if the IA specialists have a firm understanding of the end-user
business requirement.
The 3 key principles of IA are:
- Confidentiality
- Integrity
- Availability
Within the IA Career Stream we have a range of roles that are employed
in meeting these requirements. Currently 3 specialist roles have
been agreed:
IA Leader
Responsible for providing expert advice on the application and
development of particular IA skills, and setting the department’s
strategic technical direction in the associated IA field(s). Architects
and oversees the development of new capability and techniques.
Will provide a level of technical innovation and take the lead
in resolving particularly complex problems in the field. Acts
as mentor for specialists within the IA Technical & Policy
Expert role, providing training and advice as required.
IA Technical Expert
Responsible for all aspects of technical information assurance
relevant to services and operations for GCHQ, HMG, wider UK government
and international relationships. Can contain a heavy element of
external Consultancy across all of the GCHQ IA mission's customer
set. Requires a number of years experience in a technical IT/IA
discipline (or relevant qualification for graduate entrants).
IA Policy Expert
Responsible for all aspects (develop, influence, maintain, interpret,
advise, apply, adapt, communicate, etc) of national, international
and commercial IA policies that are relevant to GCHQ, HMG, wider
UK government and international relationships. Like the Technical
Expert role, can contain a heavy element of external Consultancy
across all of the GCHQ IA mission's customer set.
We are also in the process of defining 3 roles that will set the
direction and/or assist in the delivery of IA services:
IA Delivery Leader
Responsible for providing leadership and direction to enable delivery
of IA services in support of key GCHQ and HMG initiatives. Sets
the strategic framework and context for the provision of all IA
services. Requires a lower level of IA expertise and a higher
level of people and business management skills.
IA Delivery Manager
Responsible for delivering a variety of IA services internally
at GCHQ or within HMG through management of teams of technical
and policy experts. Manages assignments or projects from end to
end in accordance with customer requirements. Requires a lower
level of IA expertise and a higher level of people and business
management skills.
IA Support
Responsible for providing support to the delivery of IA services.
Can be in the form of COMSEC training, technical threat assessments
and technical threat awareness briefings. Requires a reasonable
level of IA awareness but this can be acquired on the job. Depending
on the depth of IA skills acquired, can lead onto more or less
technical roles within the IA CS.
Training
To maintain and develop its status as NTA, CESG places a strong emphasis
on training and development. New entrants will be provided with the
opportunity to have up to 10 weeks of training in technology and information
security subjects. Structured career development then takes over with
opportunities available for sponsored further education, attendance
at international conferences and seminars and technical mentoring.
