The OASIS XML Common Biometric Format (XCBF) Technical Committee is
defining a common set of secure XML encodings for the patron formats
specified in CBEFF, the Common Biometric Exchange File Format (NISTIR
6529). [Note that in later developments, CBEFF has been renamed the
Common Biometric Exchange Framework Format]
The patron formats are mandatory data elements (vide NISTR 6529) contained
in the Standard Biometric Header (SBH) Block of the CBEFF data structure.
The intent is to ensure that data contained in the SBH is described
using a common XML schema and that it is therefore capable of being
read and interpreted in a common fashion between diverse biometric
devices and applications.

The Standard CBEFF Data Fields
These XML encodings will be based on the ASN.1 schema defined in ANSI X9.84:2003 Biometrics Information Management and Security.
They will conform to the XML Encoding Rules (XER) for ASN.1 defined in ITU-T Recommendation X.693, and rely on the security and processing requirements specified in X9.96 XML Cryptographic Message Syntax (XCMS).
Current Status
The XCBF 1.0 Committee Specification had an initial TC approval and
was submitted for public review and comment through February 28, 2003.
More comment resolutions were being worked on. The 1.0 CS document
was being revised further and became the 1.1 CS document. The 1.1
level is available since June 24, 2003.
The CS 1.1 level is already approved by the TC and is approved
for submission to OASIS as an open standard. It is currently going
through this submission process.

About CBEFF
CBEFF describes a set of data elements necessary to support biometric
technologies in a common way.
CBEFF features:
- Facilitates biometric data interchange between different system
components or between systems
- Promotes interoperability of biometric-based application programs
and systems
- Provides forward compatibility for technology improvements
- Simplifies the software and hardware integration process
The data described by CBEFF includes:
- Security (Digital Signatures and Data Encryption)
- Processing information (identification of Biometric Type and
information about the Biometric Sample)
- Biometric data
These data can be placed in a single file used to exchange biometric
information between different system components or between systems.
The result promotes interoperability of biometric-based application
programs and systems developed by different vendors by allowing biometric
data interchange. CBEFF provides forward compatibility accommodating
for technology improvements and allows for new formats to be created.
CBEFF implementations simplify integration of software and hardware
provided by different vendors.
About XML
The Extensible Markup Language (XML) is a subset of SGML (Standard
Generalized Markup Language. Its goal is to enable generic SGML to
be served, received, and processed on the Web in the way that is now
possible with HTML. XML has been designed for ease of implementation
and for interoperability with both SGML and HTML.
In essence, XML permits far greater flexibility than SGML, or HTML
in that it permits the individual tag elements to be specified in
terms of their content and use (schemas). It is therefore possible
to create far more powerful markup elements and to ‘describe’
data elements in a more thorough and flexible manner.
