Business Change in GCHQ
Like many organisations, GCHQ has learnt that delivering new technology
is not sufficient to change how an organisation carries out its business.
Effective business change often requires concurrent change among people,
processes and culture. To ensure that business change issues are considered
in all change initiatives GCHQ has developed its own Business Change
guidance. A history of its development is
included here.
Whilst this guidance was developed specifically for GCHQ use, much
of it is applicable to many other organisations. Those parts that
have wider applicability are reproduced here as they complement
some CESG guidance, notably the Good Practice Guide on Improving
IA at the Enterprise Level.
The approach taken to Business Change in GCHQ uses two inter-connected
core components; the Business Change Framework
and the Business Change Activities
which build upon a set of Business Change
Skills and Business Change Roles.
